First off, there are a few things you need to know, you have to have a lower deck cost (DC) than your opponent to duel them and get thier rose card. Another thing to know is that going through the game you will encounter a few cards that are impossible to actually obtain, (EX: Riryoku) and others you may begin with but can only obtain other copies by custom dueling duel master K. You may not begin with any and/or every card, but you can gain wide varieties of cards, (not only 40), and no monster's attack nor defense value may exceed 9999 during any duel.
Weevil's exact stage isn't important because it is 3 wastelands and 46 forests, the wastelands are all near your original summoning area and the lower right corner. Similar to this:

One tactic to defeat weevil is to use insects and plants against him, preferably using the fairy king truesdale deck!
This strategy would be to give him a taste of his own medicine, goblin's secret remedy that is! LOL
Another great way to defeat weevil is using the molten behemoth deck and stomping him to pieces.
The way to use that setup is to power up your flame cerebrus (or other pyro) very high atk, then just barge right in.
To defeat weevil, i might also suggest terrain changing cards.
